In 2019, the 86th Texas Legislature directed the Texas Water Development Board (TWDB) to develop a clearinghouse of information on state and federal flood planning, flood mitigation, and flood control programs that may serve as a source of funding for flood projects. Led by TWDB, Texas General Land Office (GLO), and Texas Division of Emergency Management (TDEM), the Flood Information Clearinghouse Committee (referred to as FLICC) is a group of cooperating agencies that regularly meet to review funding inquiries submitted and to coordinate the use of state and federal funding for flood mitigation projects. These agencies include:
