In 2019, the 86th Texas Legislature directed the Texas Water Development Board (TWDB) to develop a clearinghouse of information on state and federal flood planning, flood mitigation, and flood control programs that may serve as a source of funding for flood projects. Led by TWDB, Texas General Land Office (GLO), and Texas Division of Emergency Management (TDEM), the Flood Information Clearinghouse Committee (referred to as FLICC) is a group of cooperating agencies that regularly meet to review funding inquiries submitted and to coordinate the use of state and federal funding for flood mitigation projects. These agencies include:

• Texas Division of Emergency Management
• Texas General Land Office
• Texas Water Development Board
• Texas State Soil and Water Conservation Board
• Texas Department of Agriculture
• Texas Commission on Environmental Quality

Concurrent with this effort, the TWDB is developing a stakeholder-driven regional flood planning process that will result in Texas’ first state flood plan by 2024. For information on this process, visit TWDB’s State Flood Planning website.
